Management/Program Analyst (Agency Employees Only)
Position Overview
As a Management and Program Analyst, you will perform critical analytical and evaluative work to support office programs, management systems, and processes. Your contributions will impact functional areas such as:
- Budget formulation and execution
- Resource utilization
- Performance management and internal controls
- Program evaluation
- Human capital management
- Correspondence and records management
- Space and general administrative operations
You will lead initiatives to develop policies, implement process improvements, and enhance the efficiency and effectiveness of office operations. Additionally, you will provide expert advice and recommendations to office management within your assigned areas of responsibility.
Qualifications
Basic Requirements:
To qualify, you must demonstrate specialized experience equivalent to the GG-12 level in the Federal service or equivalent experience in the private/public sector.
Specialized Experience:
Experience conducting one or more of the following:
- Budget formulation, execution, or financial management
- Human capital management activities
- Managing programs or projects, or performing administrative functions
- Collecting, consolidating, or analyzing data
- Establishing effective work relationships with individuals at various organizational levels
Ideal Candidate Will Demonstrate:
- Resource Management: Proven ability to manage and optimize allocated human capital and budgetary resources.
- Technical Proficiency: Skill in using software applications and IT tools to perform analytical tasks.
- Analytical Expertise: Ability to plan, organize, and execute program and administrative functions effectively amidst competing priorities and deadlines.
- Data Evaluation: Proficiency in compiling, analyzing, and interpreting data to draw sound conclusions.
- Interpersonal Skills: Demonstrated success in fostering effective relationships with colleagues, supervisors, and external stakeholders.
Conditions of Employment:
- U.S. Citizenship is required.
- This is a Drug Testing Designated Position.
- Must meet/maintain security and suitability requirements.

Work Location and Telework:
- Duty Location: Rockville, MD.
- Employees are expected to work in-office a minimum of 4 days per pay period. Telework schedules, including full-time telework, may be considered on a case-by-case basis in accordance with agency policy and the applicable collective bargaining agreement.
