Position Overview:

This role is based in Alexandria, Virginia, with eligibility for telework, subject to agency policy. The selected individual will play a critical role in assessing the administrative impact of strategic initiatives, re-engineering business processes, and overseeing operational and staffing changes.

Key Responsibilities:

  • Analytical Leadership: Take the lead in providing in-depth analyses on strategic initiatives, process changes, and their effects on workload, staffing, and technology.
  • Operational Assessment: Conduct detailed studies of operational programs, identify issues in patent application processes, and offer recommendations.
  • Documentation Management: Develop, edit, and track documents for meetings, ensuring accuracy and consistency across internal and external communications.
  • High-Level Communication: Prepare and deliver briefings on findings, effectively negotiating with management to implement recommended actions.

Conditions of Employment:

  • Citizenship: Open to U.S. Citizens and Nationals.
  • Specialized Experience: Applicants must have experience at the GS-12 federal level, including analyzing program effectiveness, conducting operational studies, and making strategic recommendations.
  • Other Requirements: Background investigation, fingerprinting, and Selective Service registration (for applicable candidates).

Qualifications:

To qualify, applicants must meet the U.S. Office of Personnel Management’s standards, with specialized experience that demonstrates the ability to perform duties at the GS-12 level or higher.

  • Public Trust Position: Moderate risk level, requiring completion of OF-306 for background checks.
  • Direct Deposit: All salary payments are made via direct deposit.
  • Relocation Expenses: Not authorized for this position.
  • CTAP/ICTAP Eligibility: Candidates eligible for CTAP or ICTAP will receive selection priority if rated “well-qualified” (score of 85/100 or higher).
