Position Overview: Contract Specialist
Join the U.S. Army in a pivotal role as a Contract Specialist. This position involves managing the full life-cycle contracting process (“cradle-to-grave”), from acquisition planning to contract closeout. You will play a critical role in the procurement and administration of contracts supporting mission-critical operations, with a focus on delivering quality outcomes. This position requires travel to Sacramento, CA, and adherence to Department of Defense (DoD) standards.
Key Responsibilities
As a Contract Specialist, your primary duties will include:
- Acquisition Planning
- Conduct market research to develop procurement strategies.
- Oversee both formal and informal source selection processes.
- Contract Development
- Draft and negotiate contracts, including cost and price analysis.
- Prepare pre-award and post-award documents ensuring compliance with regulations.
- Contract Administration
- Monitor contractor performance and ensure contract terms are met.
- Manage contract modifications, disputes, and closeouts.
- Regulatory Compliance
- Ensure adherence to applicable procurement laws, policies, and ethical standards.
- Collaboration and Communication
- Work closely with cross-functional teams to achieve program goals.
- Clearly communicate contract requirements and updates to stakeholders.
Requirements
Conditions of Employment
- Subject to a suitability/fitness determination via background investigation.
- Submission of recurring Financial Disclosure Reports (OGE-450) to avoid conflicts of interest.
- A valid state driver’s license for vehicle operation is required.
- Completion of DAWIA Foundational Acquisition certification within 36 months.
- Government-funded travel to Sacramento, CA, as needed.
Qualifications
Basic Requirement:
- Degree: Bachelor’s degree or higher from an accredited institution.
- Exemption: Current DoD employees who held GS-1102 positions (or equivalent) on or before September 30, 2000, may qualify without the educational requirement.
Specialized Experience (GS-11 Level):
- One year of experience in acquisition and procurement activities, including:
- Evaluating proposals and negotiating contract terms.
- Administering contracts through all life-cycle phases.
