The Virginia Alcoholic and Beverage Control Authority seeks a detail-oriented Procurement Officer II. In this key role, you’ll manage and develop contracts for goods and services while ensuring compliance with procurement regulations. You’ll also streamline processes and build strong vendor relationships, applying your expertise to deliver efficient and high-quality procurement outcomes.

Key Responsibilities

  • Analyze assigned requisitions for diverse goods and services, ensuring compliance with Authority policies and employing optimal procurement methods.
  • Develop and maintain a range of contracts, adhering to Authority policies and procedures for both professional and non-professional services.
  • Lead complex and innovative procurements, navigating challenges to achieve successful outcomes.
  • Use eVA, Virginia’s electronic procurement system, to manage requisitions, process changes, and generate reports to enhance efficiency.
  • Analyze project requirements and select effective procurement methods for complex projects, goods, and services.
  • Collaborate with stakeholders to research, develop, and refine scopes of work, specifications, and evaluation criteria for IFBs and RFPs.
  • Organize and conduct pre-bid and pre-proposal conferences to ensure clear communication with vendors, fostering competitive processes.
  • Identify and leverage cooperative procurement opportunities to maximize resources for the Authority.
  • Manage small purchase charge card transactions for low-cost purchases, ensuring policy compliance.
  • Provide backup support to other Procurement Officers as needed, contributing to a collaborative work environment.
  • Maintain detailed contract files for transparency and compliance with procurement practices.
  • Handle multiple procurement projects, meeting deadlines and adhering to policies.
  • Perform additional tasks as needed to support the procurement function and advance the Authority’s mission.

Minimum Qualifications

  • Knowledge of purchasing practices, procedures, and strategic sourcing principles.
  • Experience with automated purchasing systems, including electronic requisitioning and purchase orders.
  • Proven ability to manage projects involving cross-divisional teams internally and externally.
  • Ability to interpret policies, negotiate with vendors, and guide divisional personnel on procurement activities.
  • Strong data accuracy and analysis skills.

Preferred Qualifications

  • 2+ years in General Procurement.
  • Bachelor’s degree in Business Administration or related field, or equivalent work experience.
  • Experience with Virginia’s e-Procurement system, eVA.
  • VCA accreditation or willingness to obtain it within one year.

The Electrician position is located at the VA Boston Healthcare System in West Roxbury, Massachusetts. The role involves installing, modifying, repairing, maintaining, troubleshooting, testing, and connecting both new and existing electrical lines, circuits, systems, and associated fixtures, controls, and equipment. Responsibilities include working on secondary power distribution lines and circuits to supply a range of voltage, amperage, phases, and frequencies to distribution panels, switchgear, power and control circuits, and various complex electrical systems.

Key Responsibilities:

  • Electrical Systems Work: Handle secondary power distribution lines, industrial multiphase systems, thermocouple sensors, emergency warning and lighting protection systems, high-intensity lighting, target mechanisms, AC/DC rectification systems, cathodic protection systems, amplifier circuits, and related equipment.
  • Planning & Installation: Interpret building plans, blueprints, wiring diagrams, and other technical documents to plan and lay out the routing, placement type, size, gauge, balance, load, continuity, and safety requirements for complex electrical systems.
  • Troubleshooting & Repairs: Identify and repair difficult-to-locate defects in systems, complete complex installations, and position distribution panels, boxes, conduits, relays, fixtures, transformers, and other electrical devices.
  • Code Compliance: Interpret and apply National Electrical Code standards, local codes, and use trade formulas to ensure compliance and safe operation.
  • Tool Use: Utilize a variety of hand tools, power tools, and testing equipment, including meggers, multi-meters, watt meters, circuit analyzers, and cathodic protection testers.

Work Schedule:

  • Days: Monday to Friday
  • Hours: 7:00 AM – 3:30 PM

Requirements:

  • Eligibility: Must be a U.S. citizen and able to pass a background check and suitability investigation. Selective Service registration is required for males born after December 31, 1959.
  • Experience: While a specific amount of experience is not required, candidates must demonstrate the knowledge, skills, and abilities required to perform job duties. Qualifications are based on experience and are evaluated according to the OPM Federal Wage System Qualification Standards.

Physical & Environmental Conditions:

  • Physical Demands: The role involves working on ladders, scaffolding, and in tight spaces, with frequent bending, stooping, kneeling, and lifting up to 40 pounds.
