MECHANICAL ENGINEER

Position Overview

The Department of the Navy is seeking highly qualified candidates for an anticipated vacancy as an Electrical Engineer within the NAVFAC Engineering Command Mid-Atlantic team, based in Norfolk, VA. This position is open to U.S. citizens, nationals, or individuals who owe allegiance to the United States. This position is classified at the GS-12 level or equivalent, requiring technical expertise in facilities engineering, mechanical systems design, and construction oversight.


Duties and Responsibilities

The role involves leading efforts in the engineering, design, and oversight of mechanical systems for various facilities. Key responsibilities include:

  1. Engineering Guidance:
    • Serve as an advisor to multi-disciplinary teams, ensuring successful execution of engineering projects and facility development.
    • Provide technical reviews of construction drawings and specifications for mechanical adequacy, compliance with functional requirements, and adherence to engineering standards.
  2. Problem-Solving:
    • Evaluate and resolve technical issues in the design, construction, operation, and maintenance of utilities and facility mechanical systems such as HVAC, plumbing, and industrial ventilation.
    • Collaborate with architects, engineering contractors, and other experts to address complex engineering challenges.
  3. Documentation and Mentorship:
    • Prepare written documentation to resolve disputes related to facilities engineering.
    • Mentor junior engineers and technicians in the design and fabrication of mechanical components and systems.
  4. Contract Oversight:
    • Perform engineering services in support of Architectural and Engineering Contracts, including writing statements of work, estimating fees, monitoring contractor performance, and evaluating bids.

Qualifications

This position requires a combination of education, professional licensure, and specialized experience.

Selective Placement Factor (SPF)

  • Current registration as a Professional Engineer (PE) in any U.S. state, District of Columbia, Guam, or Puerto Rico. Proof of licensure must be submitted with the application.

Specialized Experience

  • At least one year of specialized experience equivalent to the GS-12 grade level. Experience should demonstrate:
    1. Technical review and assessment of facilities construction drawings and specifications.
    2. Designing and developing layouts, construction drawings, and specifications for mechanical systems such as HVAC, plumbing, utilities, and industrial ventilation.
    3. Providing contract support services, including writing statements of work, estimating fees, negotiating, monitoring performance, and evaluating bids.

Education

Applicants must meet one of the following education criteria:

  • Bachelor’s degree in professional engineering from an ABET-accredited program.
  • A combination of coursework and professional experience meeting OPM standards (details provided in the full description).

Conditions of Employment

Candidates must meet several conditions to be eligible for the role:

  1. Citizenship: Must be a U.S. citizen.
  2. Security Clearance: Must obtain and maintain a Secret-level clearance.
  3. Ethics Compliance: Completion of ethics orientation and submission of a financial disclosure report (OGE-450).
  4. Travel: Occasional travel may be required, including by military or commercial aircraft.
  5. Other Requirements:
    • Must participate in direct deposit.
    • Must register with Selective Service if born after 12/31/1959.
    • Must complete training to obtain and maintain a government-issued travel credit card.
    • Newly appointed employees may be subject to an E-Verify check.
