Job Duties
This job series encompasses roles focused on administering, supervising, or performing tasks related to establishing and maintaining communication between Federal agencies and various audiences. These audiences may include the general public, internal or external stakeholders, and domestic or international groups. Responsibilities include advising agency management on policy development and assessing public reactions to proposed policies. The work also involves identifying communication needs, creating informational materials to convey agency policies, programs, services, and activities, and evaluating the effectiveness of communication initiatives to support organizational goals.
Key duties require proficiency in written and verbal communication, analytical thinking, and interpersonal relations.
Requirements
- Conditions of Employment:
- U.S. citizenship is mandatory.
- Male applicants born after December 31, 1959, must register with Selective Service.
- Completion of a security investigation may be required.
- A one-year probationary period may be applicable.

- Duty location may be negotiable upon request.

FV-F Level
Applicants must demonstrate at least three years of progressively responsible general experience. This experience should include:
- Analyzing problems, identifying key factors, and proposing solutions.
- Planning, organizing, and conveying information effectively.
Alternatively, applicants may qualify with a bachelor’s degree from an accredited institution.
FV-G Level
- At least one year of specialized experience equivalent to FV-F or FG/GS-5 through 9 levels.
- Examples of qualifying experience include:
- Applying communication principles and methods.
- Writing news releases for routine events.
- Responding promptly to information requests.
Alternatively, applicants may qualify with:
- Three years of graduate-level education leading to a Ph.D. or equivalent doctoral degree, with education directly related to the role.
FV-H Level
- At least one year of specialized experience equivalent to FV-G or FG/GS-10/11 levels.
- Examples of qualifying experience include:
- Writing and editing news or feature articles.
- Reviewing and analyzing informational materials for improvement.
FV-I Level
- At least one year of specialized experience equivalent to FV-H or FG/GS-12 levels.
- Examples of qualifying experience include:
- Developing new informational materials, such as brochures or fact sheets.
- Effectively communicating significant issues to various audiences.
FV-J Level
- At least one year of specialized experience equivalent to FV-I or FG/GS-13 levels.
- Examples of qualifying experience include:
- Creating and coordinating comprehensive communication strategies.
- Writing detailed materials about agency programs and policies.
- Analyzing conflicting data and providing actionable recommendations.
